Job Purpose

We are seeking a highly skilled and analytical Civil Engineer to join our dynamic engineering team. The successful candidate will play a pivotal role in the design, structural analysis, and on-site execution of complex EPC and EPCM construction projects, with a strong focus on industrial plants, cleanrooms, and commercial infrastructure. This position requires a balanced proficiency in structural/civil engineering design and practical site coordination to ensure all projects are delivered safely, on schedule, within budget, and in strict compliance with Singapore’s regulatory frameworks.

Key Responsibilities
Engineering Design & Structural Analysis
Perform and review detailed civil and structural engineering calculations, designs, and drawings for foundations, structural steel, reinforced concrete, and temporary works.
Ensure all structural and civil engineering designs comply with the Singapore Building Control Act, Regulations, and prevailing design codes (Eurocodes and BCA guidelines).
Collaborate with BIM specialists and design draftspersons to develop accurate 3D models and structural layout drawings, ensuring cross-disciplinary clash resolution (especially with M&E and Process Piping).
Evaluate, review, and endorse vendor technical submissions, shop drawings, and Material Submission Forms (MSF).
Project Execution & Site Coordination
Support the project management team in developing detailed construction schedules, method statements, and resource planning for civil works.
Conduct regular on-site inspections to monitor construction progress and verify that civil/structural installations comply with approved construction drawings, quality standards, and contract specifications.
Investigate on-site technical issues, structural constraints, or deviations, and propose practical, cost-effective engineering solutions or design modifications.
Coordinate seamlessly with clients, consultants, architects, M&E teams, and subcontractors to ensure seamless project integration.
Tendering & Procurement Support
Participate in pre-contract tender exercises, including site walks, to assess civil engineering requirements and site constraints.
Assist the procurement and contract teams in preparing technical specifications, scopes of work (SOW), and Bills of Quantities (BOQ) for civil packages.
Review subcontractor bids and provide technical evaluations and value engineering proposals to optimize structural efficiency without compromising safety.
Quality, Safety & Regulatory Compliance
Enforce strict adherence to Workplace Safety and Health (WSH) regulations and company safety standards across all civil works.
Review and approve Risk Assessments (RA) and Safe Work Procedures (SWP) for high-risk activities such as excavation, piling, and working at heights.
Assist the QA/QC team in managing structural inspection regimes, concrete pouring logs, cube tests, and soil testing documentation.
Prepare comprehensive technical reports, structural inspection records, and as-built documentation for statutory submissions and client handovers.
Requirements & Profile

Preferred Education

Bachelor’s Degree in Civil or Structural Engineering from a university recognized by the Professional Engineers Board (PEB) Singapore.

Further Training / Certifications

Certification in Managing Work-at-Heights (WAH) / WAH Supervisor.
BizSafe Level 2 or higher certification is an advantage.
Certification in Building Control Regulations / Eurocodes application.

Professional Experience

Minimum 3–5 years of civil/structural engineering experience, preferably within an EPC/EPCM or main contractor environment in Singapore.
Proven experience handling structural steelworks, heavy foundations, or cleanroom architectural/structural modifications.

Technical Skills

Familiarity with AutoCAD and BIM/Revit structural workflows.
Strong understanding of localized BCA submission processes and regulatory codes.

Strong analytical, problem-solving, and spatial reasoning abilities.
Excellent interpersonal, communication, and negotiation skills to manage diverse stakeholders.
Proactive, detail-oriented, and resilient under tight timelines.

Languages

English (Excellent written and verbal proficiency required for technical documentation, regulatory compliance, and client management).
We are seeking candidates proficient in Mandarin to effectively communicate with Mandarin-speaking clients.

Mobility

Ability to commute between the corporate headquarters and various active project sites across Singapore as required.
