Duties
- Serves as a Construction Representative, with expertise in all engineering disciplines as well as acceptable industry standards required to accomplish the various trades encountered.
- Provides overall contract administration functions for construction contracts.
- Responsible for the quality assurance and inspection of construction of assigned contract work for compliance with plans, code requirements, specifications, acceptability of materials, methods/workmanship.

Minimum Qualifications Specialized Experience For Internal Applicants: One year of specialized experience which includes: 1. Inspect construction projects involving such diverse trades as carpentry, plumbing, electrical, painting, plastering, glazing, roofing, masonry, brick laying, structural steel erecting and heating and air installation; 2. Perform technical and administrative tasks for construction projects such as calling contractors attention to safety hazards, reviewing changes to contracts, and keeping a log of all inspections and reviews of work completed by contractors. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

Specialized Experience For External Applicants: One year of specialized experience which includes: Interpreting construction plans and specifications, inspecting materials and workmanship, and ensuring adherence to safety requirements of construction projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service or equivalent (GS-10).
NOTE: For most one-grade interval occupational series, the qualification standard calls for at least one year of specialized experience at the next lower grade. However, sometimes there is no position in the normal line of progression in the organization that is one grade lower than the position being filled. When this occurs, one year of specialized experience at the second lower level is creditable for in-service applicants. However, for outside applicants, one year of specialized experience equivalent to at least the next lower level remains the requirement.
Time In Grade Requirement
Internal/Previous Federal Employees: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
Non-Federal Employees: Applicants who have held a General Schedule (GS) positions within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-10).
Education
