The Brussels Environmental and Sustainable Upgrade Unit, within the Directorate-General for Infrastructure and Logistics (DG INLO), oversees the development and coordination of the masterplan for redeveloping the European Parliament’s real estate portfolio in Brussels. Its primary objective is to enhance the energy efficiency and environmental performance of the buildings. The Unit is also responsible for delivering the projects stemming from this plan, including both major renovations and first-installation works. In particular, the renovation of the SPAAK building will be the most important project in the Unit's portfolio for the coming years.
DG INLO is looking for a Building Services Engineer (Contract Agent, Function Group IV) to be a key part of the team working on the SPAAK building renovation.
Responsibilities and tasks:
The person we seek will be tasked with the operational, technical and administrative follow-up of building projects activities. They will follow up the project studies and execution of works, prepare the acceptance of works and facilitate the handover to operational services. The role includes reporting on key performance indicators.
The position involves frequent interaction with services from other directorates, units and departments, as well as with external contractors. The chosen candidate should be a strong team player, be proactive and should have strong numeracy skills, accuracy, attention to detail and a high level of reliability.
The position is based in Brussels, and may involve occasional missions to other European Parliament workplaces.
Key responsibilities include:
- Taking charge of the technical, administrative and financial management of projects and ensuring proper follow-up of assignments (drafting technical specifications and notes, monitoring contractual deadlines, etc.).
- Performing executive and supervisory tasks related to building projects, including:
- o identification and assessment of needs,
- o preliminary studies and design phases,
- o preparation and management of tender procedures,
- o budget monitoring,
- o supervision of works,
- o organisation of commissioning and acceptance of works
- Coordinating the logistical aspects associated with the above activities.
- Maintaining working relations, within the candidate’s field of expertise, with the Parliament’s services concerned, other institutions and external service providers.
- Supervising projects covering all aspects of building refurbishment, including architecture, building techniques, technical installations, fire safety, access control and security systems, accessibility for persons with reduced mobility, and health-related requirements.
- Ensuring coordination and supervision of external stakeholders (architects, consultants, inspection bodies, fire safety coordinators, contractors).
What we are looking for:
Training and experience:
- At least completed university studies of at least three years, attested by a diploma that is recognised in one of the EU member states. Proven professional experience in the field (building projects) of at least ten years, particularly in the refurbishment of complex buildings.
Knowledge:
- Sound knowledge of all building trades and technical systems, with expertise in at least one of the following areas:
- o HVAC systems,
- o electrical installations (high and low voltage),
- o Plumbery,
- o building management systems (BMS/GTC),
- o Fire protection,
- o Lifts,
- o Industrial kitchens,
- Experience in supporting building-related service contracts would be considered an asset.
- Good knowledge of administrative, financial and contractual procedures, including public procurement and contract management.
- Knowledge of administrative, budgetary and management procedures in the relevant field
- Good drafting skills
- Excellent communication, organisational and coordination skills
- Knowledge of IT applications and collaborative platforms. In-depth knowledge of one official language of the European Union and a very good knowledge of at least one other official language of the European Union.
- In-depth knowledge of French and English is considered a significant asset

This is a Contract Agent (CA) position in Function Group IV (FG IV), a fixed-term contract under EU regulations.
