Job Responsibilities
- Organizational Management: Oversee, develop, and allocate resources for the civil engineering team, including KPI management.
- Technical Strategy & Standards Development: Develop and enhance internal technical standards for land development, structural design, and civil construction.
- Project Management: Make final technical decisions on civil engineering challenges in large-scale and complex projects.
- Stakeholder Engagement: High-level coordination and negotiation with government agencies, local residents, major contractors, and project partners.
- Due Diligence & Risk Analysis: Technical evaluation and mitigation planning for civil risks in investment decisions (geotechnical, disaster, regulatory risks, etc.).
- Budget & Cost Control: Lead departmental budgeting and optimize civil engineering costs across projects.
Required Skills & Experience (Must)
- 10+ years of civil engineering design or construction management experience
- Experience managing a team of 5+ people or leading construction projects
- Knowledge of relevant laws such as forestry development, land development, river law, and road law
- (Willingness to learn is acceptable even if not fully proficient at entry)
- Strong logical thinking skills to derive optimal solutions from both technical and business perspectives
- Excellent communication skills to align effectively with internal and external stakeholders
- Fluent in Japanese language (read/write/listen)
Preferred Skills & Experience (Good to Have)
- Experience in civil engineering for renewable energy projects (BESS, solar, wind, etc.)
- Licensed Civil Engineering Construction Manager (Grade 1) or Professional Engineer (Civil Engineering Division)
- Experience in business planning or department management in a general contractor, consultancy, or developer
- Experience leading government negotiations for large-scale land development projects
